Two people handcuffed in the ocean.

In my dream last night  I was considering this. If the left wrist of one person was handcuffed to the right wrist of another and they were dropped in the middle of an ocean could they survive?   Could they swim to the shore and what emotional skills  would they need to do it? (The phrase "handcuffed in the ocean" returns only  one hit in google).
